water and surprising others who tried to navigate the conditions. the rain forced park police to shut down roads. parts of beach drive and broad branch drive are closed. up to two inches of rain fell in one hour. we begin with team coverage. doug will show us how much rain fell and what is out there. >> let's go to erika gonzalez live from one of the hardest hit areas in northwest washington. >> reporter: this area the road was just completely flooded. so much that cars were stuck in the middle of the road. let me show you. check out the water line here on this car. that is minimal. there were some cars where the line was about here and inside the vehicle at least three inches of standing water. but that is not the only example of how much rain came into this area. >> it's insane. >> reporter: a few choice words

on how tonight's rain caught people off guard. on first street in northwest the roads flooded causing multiple cars, their owners and their pets to become stranded. >> the water was probly a little bit higher than my doors. >> reporter: katrina bueller was having dinner when it started to pour. >> i have important documents in the trunk of my car. i came running out here and tried to save what i could from the trunk. >> reporter: but the real whammy is for josh. >> my landlord mentioned something about this and we have sandbags. >> he comes home to find his apartment, you guessed it, completely flooded. >> almost a foot of standing water against the door. you can see right here where the line is. but -- >> reporter: and so the long night, my friends, begins. >> my neighbor has a sump pump.

that is all i can do. i tried brushing it out the drain but it's like this the entire way through my apartment. >> reporter: a few minutes ago we heard people running down the streets just trying to get into their homes to survey the damage. you have towels and ironing boards. walk with me this way, there is josh, hi, josh. the cleaning party and the crew began. they are taking buckets of water out of his house. are you using the wet vac? >> i have ten more loads on this. >> but you have good friends because they are out here barefoot helping him take out all this water. >> reporter: we are live in northwest d.c., erika gonzalez, news4. the high water creating high drama on the roads. and is it on social media. this is rhode island avenue in

northwest. storm 4 chief meteorologist doug kammerer is here with more coverage. >> we were talking about the chance for showers and thunderstorms. but today you will hear a new weather term. we have heard derecho and microburst and now we'll call it -- what is outflow boundaries. what is that? it's air that moves out of a collapsed thunderstorm and this thunderstorm look at this guy right in here sent out a boundary all the way out to washington, d.c. and provided a focal point for the storms to develop and they developed and did not move. we saw one to two inches of rain in an hour. right through the district and out through route 50 and route 7 a lot of standing water along the dulles toll road and in and out of the district. this was at 8:00. but right now things are calm. the boundaries quickly move by.

you have a pulse of thunderstorms and heavy rain and they quickly dissipate. that is what is happening right now. could they return and what do we expect for the next couple days and the weekend? i have your forecast coming up. a northern virginia newspaper reporter was found dead in her burning home. that discoughry was made yesterday in upperville. police are calling this a homicide and reviewing recent newspaper stories for clues in the case. shomari stone has more on the investigation. >> i'm overwhelmed. >> reporter: sarah lee breaks down in tears mourning the loss of her daughter sarah. >> i'm so sad to think her life is gone. >> reporter: the newspaper reporter died monday morning when the home she rented went up in flames. >> and i don't know. i don't know what they did or

what happened. >> it's unusual for that community. >> reporter: detectives told me an off duty firefighter was on the highway right over there and saw smoke coming out of this house, ran up here, investigated and called 911 for help. >> after the fire department arrived as part of their operations fighting the fire they discovered a body of a female in the residence. >> reporter: the detectives won't reveal what evidence was found in the home. >> it's awful. >> reporter: sarah was single, never married and had no kids. she was a passionate journalist who but r was popular in the community. she was an upbeat and enthusiastic reporter. >> she was very enthusiastic and strong. >> reporter: her mother hopes police solve the case. it's unnerving not to know what happened. >> reporter: in upperville, virginia, i'm shomari stone,

news4. tonight a man convicted 30 years ago for a crime he didn't commit officially has a clean record. federal prosecutors exonerated kirk odom of rape. he spent 22 years in prison for a rape in the district. he was released in 2003 and maintained his innocence from the beginning. >> the disbelief in responses that i gave. yeah, right, yeah, right. sure you didn't do it. you know you did it. no. wasn't me. >> reporter: prosecutors say the man whose dna matched the crime is a convicted sex offender but will not be charged because the crime is outside the statute of limitations. a guilty plea in the corruption investigation surrounding vincent gray's 2010 election. jeanne harris pled guilty to

funneling funds into a shadow account. >> jeanne harris left court after pleading guilty to her help in a shadow campaign to elect vincent gray mayor in 2010. the shadow campaign denounced after the plea. >> the plea confirms a sad truth that many of us long feared. what made this shadow campaign sinister is how it was paid for. >> reporter: harris a public relations executive helped funnel the $650,000 shadow campaign with money from someone identified in court only as co-conspirator number one. news4 sources identify that person as jeffrey thompson, another target of the probe who has not been charged. harris said that neither she nor the co-conspirator devised the

scheme. the u.s. attorney who said that the campaign deceived the voters said that the investigation is continuing. >> the shadow campaign was entirely off the books, financed with secret corporate money. so the voters had no idea. >> reporter: the mayor said he had done nothing wrong but on advice of his lawyer, gray has been saying no comment. tom sherwood, news4. the family of joe paterno said that the football coach did not take part in a cover up for jerry sandusky. the family said he was a master deceiver. this comes ahead of a report from an fbi director who will release his findings on thursday. a jury convicted jerry sandusky of sexually abusing 10 boys. a father and son are accused

of sexually assaulting two underage girls. the girl was brought to a house last month. his your got the girls drunk and the men took turns assaulting them for hours. a woman claiming to be a relative of the suspect answered the door at the house where it happened. >> do you want to say something on behalf of your son and grandson? >> what do you want me to say? they're guilty? i will not say that. they've not been convicted of anything. come back in a month or so. >> reporter: all four men are being held without bond right now. pepco is under fire for last week's response t week's response to to the storms. the utility asked a delay on a vote on a rate increase until next week. pepco requested a 4% increase

adding $5.50 to the monthly bill. credit card machines will be coming to all taxies in the district. a last minute protest outside the wilson building was not enough to sway council members. the d.c. council voted for the taxicab service improvement act of 2012. the city wants to use the gps technology to monitor where cabs go and make sure drivers are not taking longer routes to inflate fares. the council tabled an amendment dealing with the sedan company uber. the amendment in question would have set uber's minimum price at five times the price for a taxi. ma the council will revisit the issue this year. the battle over marriage equality is coming to your tv in maryland. >> my name is candace.

a high speed chase in florida came to a surprising ending. a female officer was chasing a car weaving in and out of traffic 80 miles an hour. when the driver pulled over the officer approached with her gun drawn and found two of her fellow police officers and a sergeant. they claimed they were playing a prank on her. the chief of police wants the sergeant and the driver fired. a close call for a group of tourists in arizona. their hot air balloon had to make a hard landing in this field as the pilot was able to guide the balloon away from power lines.

the two couples on board and the pilot bug walked away uninjured. a two alarm fire left an old school building on the verge of collapse. flames broke out just before 11:00 on mount olivette road. witnesses saw people break into the school through a window a half hour before the fire. health officials say 2012 could be a record year for whooping cough infekctions. there have been 16,000 cases reported this year. washington state has the highest level of infection. whooping cough is a bacterial infection that usually affects young children. their price ranges are on opposite ends but two retailers are teaming up. target and neiman marcus will

release a joint collection including products from two dozen designers. the items will be sold online and in stores. prices will range from 8 to $500 but most will be under $60. a local brewery is turning the inconvenience of last week's power outages into a new opportunity for beer lovers. they will release a limited edition beer called derecho common. is it names off the storm that knocked out power for three days. the company founder says they got a generator and kept 13,000 gallons of beer from going bad. but one fermented at a higher temperature than expected. >> the beer is developing great as california common beer but not the one we set out to produce. so it's going to be different. >> reporter: if all goes as planned. the brew will be available on

came in. so 73 the coolest number we have seen so far in july. maybe the coolest number all month the way things are going. it's warm and humid. i want to show you something about the rain. again not everybody saw it and most of us stayed dry. down to the south on the dry side. but here was the heavy rain. washington with .6 inch and .6 in annapolis and some areas got 1 to 2 inches during the evening tonight. and some people did drive into flooded areas. always turn around, don't drown. 74 degrees is the current temperature, winds out of the north at 6 miles an hour. we couldn't stay at 73 very long. 72 in lees burg. and 73 in la plata. we are going to see a warm and humid night tonight. but right now i think the storms are just about done. the boundaries they also need a

bit in the way of sun to help the boundary to move into the atmosphere and create the rain. the sun is gone and the storms are gone too. could we see storms tomorrow? it's possible. a sea breeze coming in from the bay producing a few showers or storms but i don't expect to see too many out there. but bring the umbrella just in case. the boundary is still down to the south. that boundary is sitting down there. numerous thunderstorms on i-95. around raleigh a lot of storms there. for us maybe a thunderstorm or two but nothing too strong but we will be on the warm and humid side through the next couple days. tomorrow morning warm and muggy. temperatures 67 to 75 degrees. tomorrow afternoon right back into the upper 80s to around 90 degrees. it will be on the hot side. a few showers out toward the

for years d.c. united tried to build a new stadium anywhere in the district. they have not succeeded and one of the reasons that the primary investor is looking to get out. now two others have taken over and will try to do the impossible, get d.c. united a new stadium. >> i don't take this opportunity lightly and we don't take the challenge lightly at all. it's been very thought through. that's why it has taken eight months to get erting here today. we will fight to make this a reality in terms of the new home and building the brand here and globally. i think you will see it more through our actions than our words and believe us more through our actions. >> he looks and sounds like an agent too. what do we have here?
